Secretary of Defense Gates' initial reform proposals for Defense restructure are welcome as far as they go, but they don't go very far. Mostly it just tweeking around the edges of a bloated Defense establishment that will remain bloated and fantastically expensive.
But even these changes, minor as they are, will probably not go through, so strong is the military- industrial-congressional complex. For example, the parts for the F-22 fighter are built in 49 states. That means that virtually every Senator has reason to oppose it being trimmed, because 'it will cut jobs'.
I don't know what will accomplish a reduction in Defense spending. The second coming?
