Obama's outreach to Chavez of Venezuela and Castro of Cuba is brilliant and so costfree. It just goes to show you what a little courtesy, a big smile, a handshake, and humility can do to facilitate relationships.
It helps, of course, that Obama is more popular in Venezuela than Chavez.
